Benefits: Environmental

  • Provides an environmentally sound, future-proof waste management scheme.
  • Removes pollution and contamination and improves the marine environment in Belle Greve Bay.
  • Reduces commercial traffic flow from the town centre.
  • Improves traffic flow in St Peter Port and creates an additional 1400 town centre parking spaces.
  • Provides storm and flood protection measures that are urgently needed to protect Le Bouet and Les Banques.

Social

  • Creates new town beaches.
  • Provides safe sailing and water sports lagoons.
  • Develops better marine leisure facilities.
  • Improves shopping options with greater competition, choice and diversity.
  • Provides covered, open public spaces for islanders to enjoy.

Tourism

  • Provides a much needed 5-star hotel and convention centre in the town centre.
  • Delivers a cruise liner terminal to promote that area of the visitor economy.
  • Offers duty-free shopping opportunities for visitors and locals.

Economic

  • Sustainable economic growth to help meet fiscal forecasts, providing a combination of stamp duty, income tax, rents and capital receipts of £100m. This return to the States will be for the benefit of every person in the community, providing capital for many cash-strapped, essential States programmes, including housing, health, education, waste management infrastructure, car parking in St Peter Port. It will help sustain economic growth, without financial, construction and development risk to the States.
  • The £100m alone could provide the entire cost of the sewage and waste to energy plants.
  • Reduces projected tax burden on individuals that may arise out of the ‘black hole’.

Housing

  • Provides affordable, local and open market homes. Partnership with the Guernsey Housing Association to provide up to 600 affordable homes on Vivian.
  • Supplies low-rise development, sympathetically designed to enhance the waterfront.
  • Provides 50 water-side homes a year over 10 years.
  • Helps to meet the 2002 Strategic Corporate Plan projection of 300 new homes a year in the urban area.

Vision

  • Provides a world-class shop window through which the island can promote itself.
  • An investment of £500m (phases 1-3), in our ageing infrastructure.

These proposals will respect and enhance the island’s environment and its heritage and invest in the future for our children and grandchildren.

This is our response to the island’s problems, raised by you, the people.

We look forward to the States Strategic Land Planning Group report next summer which should address the island’s needs.
